"Depends on the vent or louver. At speed, typically, no, as the air pressure on the hood and windshield is far greater then inside the engine bay. The air acting on the hood (higher pressure) would simply push it self into the vents to equalize pressure between the engine bay and the outside air. " Actually, isn't the air moving over the hood and potentially over vents creating a low pressure area? Isn't that going to cause air from the engine bay to want to get sucked out?
